Ir Allen Yeung has extensive business and management experience in the ICT field before joining the HKSAR government in 2015. He holds a BSEE from the University of Texas at Austin, an MSEE from Purdue University and an Executive MBA from HKUST-Kellogg Northwestern University.

As GCIO, his responsibilities include formulating ICT policies and strategies; leading the e-government programmes; promoting and developing ICT industry as key business and economy driver; and bridging the digital divide.

Ir Yeung was the Chief Corporate Development Officer of the Hong Kong Science and Technology Parks Corporation. He started his career in 1987 in the Silicon Valley, working for many hi-tech companies. In 1995, he relocated to Hong Kong to further his career development, and served in several senior management positions for multinational enterprises and Hong Kong listed companies.

Ir Yeung has contributed significantly in promoting and developing the innovation and technology industry in Hong Kong and the region. He has served on many councils and advisory committees in the ICT industry associations, business angel networks, engineer professional bodies, as well as educational institutions.

     
     
 
Mr. Herbert Chia

Venture Partner of Sequoia Capital China, and former Vice President and Head of Data Committee of Alibaba Group, Mr. Chia has led Alibaba’s data team to a series of important achievements to drive the company to become a data company. Before joining Alibaba, he was the Chief Product Officer of DHgate which is a cross border eCommerce platform in China. Prior to that Mr. Chia was also working for eBay, MSN, PCCW and HSBC.

Michal is Head of Analytics and Data Scientist at GoGoVan. Previously, he worked in data teams of PwC, Natural Motion and Zynga. He is organiser of Data@HK, founder of Quantified Self Oxford and Artificial Intelligence Oxford. In his free time, he likes to train martial arts and dance.

     
     
 
Mr. Francois Lee

Francois is a business expert with over 25 years track record in entrepreneurship and innovation. In 2015, he founded Innobator in Hong Kong and Shanghai with other 5 partners from Hong Kong to provide incubation for start-ups and young entrepreneurs targeting Mainland China market. He worked with more than 200 start-up projects in first 18 months and set a record to raise angel funding for one of them in 44 days. A group of start-ups from Shanghai were brought to Entrepreneur Day, organised by HKTDC, in May 2016 to facilitate communication between start- ups from two cities.

In 2003, Francois built his corporate consultancy business in Shanghai serving international clients, including Knight Frank (Europe), Weight Watchers (USA), Cornes (Japan), DermaLab (Swiss), & Cosway (Malaysia). Being the corporate advisor for a start-up online realtime ticketing agent, Travelzen, he joined them in 2009 and built up a 20,000 strong travel agents network within China and managed 100 sales personnel with 7 regional offices across the nation in 24 months. He established Touchbase Travel Logistics to actualize his Online to On Ground (O2O) perception towards the gap between online automated system and traditional travel logistics services in a new dimension and acquired Miss Universe China (July 2011) and Sapphire Now Beijing (Nov 2011) as event client by providing housing and airfare services to more than 14,000 attendees.

     
     
 
Dr. Toa Charm

Dr Toa Charm, DBA MA, BSc, MHKCS, CBIP, joined Cyberport Hong Kong as the Chief Public Mission Officer in June 2016. As the CPMO of Cyberport, Dr Charm reports to the CEO of Cyberport and serves as a strategic partner in developing strategies and related initiatives to deliver Cyberport’s public mission.

With more than 25 years of leadership and extensive experience in FinTech, big data, business intelligence, and enterprise solutions, Dr Charm brings with him a wealth of experience from private consultancy, public administration, and academic sectors. He has built strong connections with the tech industry and served on a number of advisory boards of universities, start-up communities, NGOs, and other trade organisations including Hong Kong Computer Society, Tung Wah Hospital Group, City University of Hong Kong, and Hong Kong Trade Development Council.
He is the EXCO member and Vice President (Innovation and Technology Application) of Hong Kong Computer Society, Founder and Chairperson of Business Intelligence and Big Data, and Founder and Chairperson of FinTech SIG of Hong Kong Computer Society. Dr Charm also served at widely- recognised tech industry players, such as being the associate partner of IBM Global Business Services Greater China, general manager of Oracle, general manager of Kingdee, and regional head of BI Competence Centre for HSBC Asia Pacific.

Dr Charm holds a Doctor of Business Administration degree from the City University of Hong Kong, a Master’s degree in Business Administration from the University of Iowa, and a Bachelor’s degree in Computer Science from the Minnesota State University.
